Under the direct supervision of a Team Leader, the Traffic Signal Operations Specialist performs traffic data collection, traffic signal timing, traffic signal coordination, traffic systems monitoring and related work as required in accordance with appropriate standards, drawings, manuals, and operation/maintenance procedures prepared by Traffic Signal Maintenance & Operations Group. JOB DUTIES: Performs reviews of signalized intersections and corridors, analyzes and models traffic data, implements traffic signal timing and coordination plans, and installs specialized traffic signal systems associated with IntelligentComplies, organizes, analyzes and inputs traffic data into Advance Transportation Management System (ATMS), Local Controller Software, and Traffic management Center (TMC)Investigate, analyzes, tests, installs, modify and prepares operations plans for traffic signal operationsResponds to stakeholders questions and concerns, this includes constituents, elected officials, executive leadership team, and team membersAttends and conducts meetings, coordinates projects and interacts professionally with team members, other business units within Harris County, external agencies, private interests and/or the publicInspect and approve work performed by Contractor(s) and Consultant(s)Perform other duties as assignedHarris County is an Equal Opportunity Employerhttps://hrrm.harriscountytx.gov/Pages/EqualEmploymentOpportunityPlan.aspxIf you need special services or accommodations, please call (713) 274-5445 or email ADACoordinator@bmd.hctx.net

EXAMPLE OF DUTIES
EDUCATION: Possession of an Associate's Degree from an college or university with course work in engineering, computer science, information technology or Trade School training (journeyman electrician license) and industry certifications (IMSA Level III). EXPERIENCE: Five years of experience with traffic signal operations and timingKNOWLEDGE, SKILLS & ABILITIES (KSAs): Industry systems and equipment, such as traffic signal timing, synchronization and advance transportation management systemsStandard practices, methods, tools and materials used in the electrical tradePrinciples and practices of the construction, installation and operation of electrical and electronic devicesOccupational hazards and safety precautions applicable to assigned work tasks. Ability to: Appear for scheduled work with regular, reliable and punctual attendanceWork over 40 hours in a workweek as requiredEstablish and maintain cooperative, effective, and productive working relationship using tact, patience and courtesyCommunicate effectively during in-person contact with the public and other County personnelEffectively plan and organize work and complete assignments within prescribed timeframesOversee the work of skilled and/or semi-skilled contract workers performing various tasks relating to the installation and maintenance of traffic control devicesRead and interpret plans, schematics, wiring diagrams, work orders and develop changes to accommodate field conditionsUnderstand and follow written and oral instructionsMaintain accurate recordsRespond to any area of County as requiredComputer business applications (Microsoft Office) and specialized applications related to traffic control equipment operations and diagnosticsA valid driver’s license (Texas upon hire)Applicant must provide and maintain proof of automobile liability insurance upon employmentNOTE: Qualifying education, experience, knowledge and skills must be documented on your job application. MINIMUM QUALIFICATIONS
EXPERIENCE: Seven years of experience with traffic signal operations and timing. KNOWLEDGE, SKILLS & ABILITIES (KSAs): Knowledge of Texas Manual of Uniform Traffic Control Devices (TMUTCD) and traffic engineering principalsInternational Municipal Signal Association (IMSA) certification(s) Traffic Signal Technician Level II certificationPublic Agency training certifications related to traffic control devices and operations Training certifications from traffic control device manufacturers

SUPPLEMENTAL INFORMATION
JOB LOCATION: 10555 NW Freeway Houston HOURS: 40 Hours per Week/8 Hours per DayMonday - FridaySubject To Early Mornings, Evenings, Weekends & Holidays as requiredEmployees are expected to work a five-day work week comprised of 8-hour days with fixed starting and ending timesAlternative Work Schedule (voluntary with Manager approval): Staggered work hours provide that an employee or group of employees work a fixed schedule with staggered starting and and ending times. Within a given group, employee schedules may vary. For example, employee schedules may be 7:00am to 4:00pm, 7:30am to 4:30pm, and 8:30am to 5:30pm. days with fixed starting and ending times. SALARY: Commensurate With Experience Based On 26 Pay Periods This position is Safety Sensitive and subject to random drug and alcohol screening. Work outdoors for extended periods under unfavorable weather conditionsBend, stoop, reach (over shoulders, at waist, below waist), walk and stand for prolonged periods when installing, repairing and maintaining traffic control devicesLift and carry 50 pounds occasionally, up to 35 pounds frequently and 10 pounds routinelyEmployment is contingent upon passing a background check and drug screen.
