The purpose of this intermediate level position is to represent the Appraisal District in the review of properties and their values for litigation purposes. This is accomplished by reviewing the valuation of pending litigation and determining an appropriate value for the property. The individual will consult with Department of Legal Services and outside legal counsel while working towards case resolution. Other responsibilities include reviewing appraisal reports, representing the district as a client representative, attending mediations and settlement conferences, and serving as consultant.
Job Essentials Job Responsibilities

  • Develop detailed case analysis
  • Prepare applicable analysis utilizing the cost, income, sales comparison approaches to value for the subject property if applicable
  • Prepare uniform and equal analysis
  • Formulate case strategy
  • Consult with Division of Legal Services and outside legal counsel on pending litigation cases
  • Participate in settlement negotiations
  • Represent Harris County Appraisal District during settlement conferences and mediations and court.
  • Prepare offers and approve litigation settlements for the Appraisal District
  • Provide attorneys with the necessary information and data pertaining to the case
  • Exercise broad discretion over litigated property values
  • Monitor/manage key milestones in the process for each case assigned

Technical Responsibilities

  • Appraisal Practices & Procedures Understanding of USPAP Compliance – Generally Accepted
  • Appraisal Practices – Market Data Analysis
  • Strong time management skills including prioritizing and organizing tasks, setting goals, developing & implementation of plans, maintaining calendaring system to meet changing deadlines.
  • Ability to multi-task, self-motivator, detailed oriented while working independently on case analysis, strategy and negotiation ideas.
  • Create a professional presence through actively listening and ensuring effective communication with attorneys and others. Communicate importance or needs for each case and a plan of action.
  • Maintain confidentiality.
  • Represents HCAD in a professional manner in all times. Respond positively to others with a willingness to work effectively in all departmental matters.
  • Determine strategy of cases based on informed decisions; Analyze information pertaining to the case to determine course of action providing recommended alternatives, if applicable; Evaluate risks for and against a recommended decision, while considering all implications and consequences and necessary costs.
  • Achieve departmental goals by working cooperatively with attorneys, management, and all others while representing in a team player atmosphere.
  • Provide training as part of onboarding new staff.
  • Take on case assignments that are more complex and include multiple accounts.

Minimum Requirements


  • Required: Bachelor’s Degree.
  • Registered Professional Appraiser (RPA) Certification for internal candidates
  • Certifications or other advanced appraisal designation completed is preferred, but not required.
  • Working on IAAO or Appraisal Institute course work for designation or appraisal licensing or certifications.
  • RPA designation to be completed within 3 years for external candidates.


  • Required: 3 -5 years’ appraiser/valuation experience

Working Conditions and Physical & Mental Abilities*

  • Positions in this class typically require repetitive motions, sitting or standing for prolonged periods of time in an office setting
  • Position requires manual dexterity to operate a computer keyboard and standard office equipment with ability to effectively communicate by phone with co-workers or face to face
  • Must be able to lift up to 50 pounds
  • The position requires considerable concentration and ability to manage time effectively
  • The position is subject to stress caused by mandatory deadlines and heavy workload
