DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Performs complex and extensive research into property within Houston Water to determine whether the property is surplus and ready for disposition. Prepares and processes correspondence, legal transmittals, reports, Requests for Council Action (RCA), and other documents related to real estate transactions. Conducts on-site property inspections when necessary. Reviews maps, title information, appraisals, legal documents and other pertinent documents on active projects. Maintains and compiles section activities data for use in preparing a variety of reports, surveys, inventories, and studies, such as the monthly reports for tracking compliance with the department’s goals, objectives, and budgets. Must understand complex real estate principles and terminology.

WORKING CONDITIONS
The position requires stooping, bending and/or lifting. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required.

This is a Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM REQUIREMENTS

MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Real Estate, Business Administration, Public Administration or a closely related field.

MINIMUM EXPERIENCE REQUIREMENTS
Two (2) years of professional experience in real estate activities, design or a closely related field are required.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES
Preference will be given to applicants with the following:

Applicant should be computer literate in Windows applications to include Microsoft Access, Excel, PowerPoint, and Word. Candidate should have solid oral and written communication skills, strong interpersonal skills, and the ability to establish and maintain excellent working relationships at diverse levels. Preferences will be given to those candidates with extensive title and research backgrounds.

  • Preference will also be given to candidates who possess a valid Texas Driver’s license and be in compliance with the City of Houston’s policy on driving (Ap 2-2).

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
