Position Description

ABOUT THE HARRIS COUNTY JUDGE:

The County Judge is Harris County’s chief executive and presiding officer of Commissioner’s Court, the County’s governing body. The County Judge and the four County Commissioners oversee a budget of more than $4 billion that funds key services, including justice administration, flood control, public health, and housing. Harris County is the third-largest and the most diverse county in the nation, with a population greater than 4.5 million people, 45 percent of whom speak a first language other than English.

JOB PURPOSE:
As a member of the County Judge’s policy team, the Government and Community Relations Specialist will work with the Chief of Staff, Policy Director, and other staff members to develop and implement federal, state, and local government relations and legislative strategies. The Government Relations Specialist will assist with the County’s legislative and policy efforts at the federal, state, and local levels by collaborating with elected leaders, government officials, the lobbying community, grassroots stakeholders, and County stakeholders to inform the direction of the Judge’s actions and advocacy. They will be responsible for serving as a liaison to government officials, agencies, and community leaders representing the Office of the County Judge at relevant meetings, and dissemination of information regarding stakeholder relationships and the effects of legislation on the County.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Advises Judge Hidalgo and her senior team on and leads implementation of the County Judge’s Office’s government relations strategy
  • Represents the County Judge’s Office at certain meetings and events with other government agencies, elected officials, and community stakeholders
  • Establishes and strengthens working relationships with elected leaders and government officials, their staff, lobbyists, residents, advocates, businesses, and others that influence the direction of policy, legislation, and programs affecting the County
  • Proactively communicates important information regarding new and ongoing county initiatives to external stakeholders
  • Supports the planning and execution of stakeholder events
  • Works with the policy and communications team to stay updated on Judge Hidalgo’s positions on pressing policy and legislative matters and to further bolster existing efforts to incorporate external stakeholder input on those matters
  • Drafts, finalizes, and presents memos and other documents for the County Judge to keep her informed of external government activities and initiatives and support her decision-making process
  • Researches, analyzes, and stays informed of federal and state legislative proposals, rules, and regulatory actions for their impact on the County
  • Performs other duties as assigned

Requirements

  • Undergraduate degree
  • Minimum 5 years of experience in relevant positions with increasing responsibility
ADDITIONAL QUALIFICATIONS/EXPERIENCE:
  • Ability to engage stakeholders effectively in a variety of public settings
  • Proven track record as an effective advocate and relationship builder
  • Demonstrated results in developing and implementing strategic plans involving legislative and policy matters
  • Broad understanding of Texas’ political landscape and emerging trends
  • Familiarity and experience working with the Texas Legislature and related government agencies

ADDITIONAL CHARACTERISTICS:
  • Ability to translate complex concepts into plain oral or written language, and a distinctly excellent ability to write, edit, and organize legislative and policy documents and other information very clearly
  • Proven ability to meet multiple deadlines and balance numerous projects in a fast-paced and changing environment
  • Ability to develop and drive new initiatives, work cross-departmentally, work within multidisciplinary teams, oversee projects to completion, and measure results
  • Must demonstrate a strong sense of urgency and initiative and be highly organized and with the ability to achieve systematic delivery under tight deadlines
  • Extremely proficient in project management, including keeping tasks and projects organized and managing team members to ensure that work is completed seamlessly and at a consistent level of quality
  • Proven ability to effectively manage time, prioritize, and meet deadlines
  • Ability to work effectively with a team as well as autonomously with accountability
  • Must be thoughtful and possess good judgment in managing various relationships and responsibilities
  • Ability to develop successful working relationships with governments at every level throughout Harris County, Texas, and the United States
  • Should have a sense of humor and agility to adapt to and lead through change

General Information

HOURS:

  • Monday through Friday
  • 8:00 a.m. - 5:00 p.m.
  • Ability to work outside of normal business hours on a frequent basis

LOCATION:
  • Houston, TX

SALARY:
  • Commensurate with Experience
  • Based on 26 Pay Periods

WORKING CONDITIONS:
This position will require meeting strict deadlines and attending meetings across Harris County outside normal business hours.
