GENERAL SUMMARY

Responsible for supporting agency lawyers in various legal capacities, including but not limited to helping to gather evidence for evictions, researching legal issues, assisting in the preparation of litigation documents, and maintaining and updating the law library. Reports to General Counsel.

PRINCIPAL DUTIES AND RESPONSIBILITIES

· Assist General Counsel with all aspects of litigation, claims, etc.

· Conduct electronic criminal background checks to aid in processing tenant and participant applications and re-certifications, as needed.

· Gather information for tenant evictions and appeals.

· Prepare drafts for contracts, memorandums, and correspondence.

· Assists Legal Compliance Officer with administrative duties such as contacting clients, contacting medical professionals, drafting and mailing decision letters, maintaining client files, and other administrative functions as needed.

· Conduct electronic criminal background checks to aid in the processing of tenant and participant applications and re-certifications.

· Assist in responding to requests for public information and requests to review legal files.

· Schedule and/or participate in grievance and informal hearings.

· Research legal issues.

· Prepare pleadings and other court documents as needed.

· Index and summarize depositions as needed.

· Manage and update the law library.

· Assist in preparing witnesses for court appearances.

· Prepare trial notebooks as needed.

· Monitor administrative cases.

· Maintain records of the Houston Housing Authority-owned properties.

· Review legal publications for pertinent information and disseminates to appropriate personnel.

· Maintain records of the Houston Housing Authority-owned properties.

· Perform other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

· Knowledge of the laws of Texas, court proceedings, civil actions, pleadings, trials, etc.

· Knowledge of law office practices and procedures, basic arithmetic, and legal proceedings.

· Advanced knowledge of HUD and Houston Housing Authority policies, procedures, and practices.

· Knowledge and strong understanding of legal terminology, business law, or technical legal writing.

· Knowledge of internet software, spreadsheet software, and word processing software.

· Skilled in operating general office machines and computers.

· Proven ability to demonstrate mature professional judgment and a high degree of initiative.

· Ability to communicate clearly and concisely, orally and in writing, to groups, the general public, persons with diverse backgrounds, and employees.

· Ability to take direction and work with others under stressful conditions.

· Demonstrated ability and experience to interpret and apply the many statutory and regulatory provisions pertaining to and involved in their administration.

· Ability to communicate in an advisory capacity and relate to diverse backgrounds and abilities, and establish and maintain effective working relationships with those individuals and with other employees.

· Sharp writing skills.

· Possess a strong work ethic.

· Possess advanced organizational, clerical, and analytical skills.

· Pays attention to detail.

COMPLEXITY / SCOPE OF WORK

· The employee performs a variety of related tasks, which are primarily routine but are sensitive in nature.

· Occasionally, the employee is required to exercise personal judgment in making decisions in accomplishing assignments.

· Depending on the assignment, courses of action, deadlines, and priorities are established by procedure, the supervisor, or the employee.

· Typically, the employee plans and carries out routine work activities with minimal supervision and resolves problems.

· Instructions to the employee may be general or specific.

· The employee's work is reviewed for conformity to organizational policies and attainment of objectives.

· The employee's work affects the Legal Department's effectiveness in providing sound legal advice to the Houston Housing Authority. An excellent job performance by the employee enhances the Houston Housing Authority's ability to provide housing and assistance to Houston Housing Authority residents.

GUIDELINES

· The employee follows the Houston Housing Authority's policies and procedures, HUD regulations, legal resources, and federal and state laws and regulations in accomplishing assignments.

· Methods for accomplishing routine work are at the employee's discretion, subject to existing practices and procedures.

· When unusual situations arise, the employee may request guidance from the supervisor.

SUPERVISORY CONTROLS

· This employee does not have any supervisory controls.

PERSONAL CONTACTS

· The employee has contact with Houston Housing Authority employees at all levels and with various categories of persons, including; the general public, residents, business firms, attorneys, court personnel, contractors, consultants, representatives of various social service, educational, and city agencies.

· The primary purpose of contacts is to gain, clarify, or give information; plan, coordinate, and advise on work efforts; motivate, influence, or direct persons or groups; and justify defending, negotiating, or resolving controversial matters or issues.

· The employee may come into the possession of confidential information either with Houston Housing Authority participants or employees. Therefore, a high level of discretion must be maintained at all times.

PHYSICAL DEMANDS / WORK ENVIRONMENT

· Work is principally sedentary but may involve some physical exertion, such as kneeling, crouching, lifting to obtain files and records, and eyestrain from working with computers and other office equipment.

· Work involves the expected risks and discomforts associated with an office environment but is usually in an area that is adequately cooled, heated, lighted, and ventilated.

MINIMUM QUALIFICATIONS

· A paralegal certificate from an accredited and ABA-approved school is required.

· Bachelor's degree in English, Communications, or Business Administration preferred.

· Seven (7) years or more of related professional experience and/or training in a law office setting.

· Advanced computer skills a must, proficiency in Microsoft Office products. Strong knowledge of Microsoft Word and Excel is required.

· Must be able to maintain the highest level of confidentiality and ethics.

· Bondable.

Pay: $43,200.00 - $64,600.00 per year
