GENERAL SUMMARY

Under the general direction of the Procurement Manager and as an active partner with department project managers, oversee, monitor, and maintain performance of contracts that involve the purchase or sale of goods or services such as equipment, materials, supplies, or products.

PRINCIPAL DUTIES AND RESPONSIBILITIES

· Monitor performance of contracts against performance indicators to ensure all obligations under agreements are being met.

· Establish, monitor, and maintain appropriate data regarding contracts, workload, wage-compliance, delivery schedules, and efforts to utilize Minority and Women Business Enterprise (MWBE) vendors.

· Ensure vendors provide full and complete proof of necessary insurance coverage and performance and payment bonds.

· Manage relationships with contractors, subcontractors, and MWBEs in accordance with organizational policies and procedures.

· Develop and prepare regular reports on the status of contracts.

· Identify material breaches of contract.

· Help resolve contract payment disputes and confer with contractors and other HHA departments concerning contract payments and compliance.

· Maintain computer database for contract management system.

· Implement and interpret policies and procedures. Develop, recommend, and coordinate the implementation of new procedures for the assigned function.

· Track authorizations, change orders, and other correspondence.

· Analyze and mitigate risk.

· Take the necessary steps to proactively identify expiring contracts to prevent the uninterrupted flow of goods or services to HHA.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of HUD, City, State, and Houston Housing Authority procurement and contracting policies, procedures, and practices.
  • Knowledge of general office procedures and practices, business English and arithmetic.
  • Knowledge of internet software; spreadsheet software and word processing software.
  • Skilled in operating general office machines and computers.
  • Ability to demonstrate mature professional judgment and a high degree of initiative.
  • Ability to communicate clearly and concisely, orally and in writing, to vendors, internal staff and executives, groups, the general public, and persons with diverse backgrounds.
  • Ability to take direction and work with others under stressful conditions.
  • Advanced multitasking prowess.
  • Ability and experience to interpret and apply the many statutory and regulatory provisions pertaining to and involved in their administration.
  • Sharp writing skills.

COMPLEXITY / SCOPE OF WORK

  • The employee performs a variety of related tasks which are mostly routine but are sensitive in nature.
  • Occasionally, the employee is required to exercise personal judgment in making decisions in accomplishing assignments.
  • Non-routine situations or conflicts are usually referred to the supervisor for resolution.
  • Courses of action, deadlines, and priorities are established by procedure, the supervisor, or the employee, depending on the assignment.
  • Normally, the employee plans and carries out routine work activities with minimal supervision and independently resolves problems that arise.
  • Instructions to the employee may be general or specific in nature.
  • The employee's work is reviewed for conformity to organizational policies and attainment of objectives.
  • The employee's work affects the Procurement and Legal Departments’ effectiveness in providing sound advice to the Houston Housing Authority. A good job performance by the employee enhances the Houston Housing Authority's ability to provide housing and assistance to Houston Housing Authority residents.

GUIDELINES

  • The employee follows the Houston Housing Authority's policies and procedures, HUD regulations, legal resources and federal and state laws and regulations, in accomplishing assignments.
  • Methods for accomplishing routine work are at the discretion of the employee, subject to existing practices and procedures.
  • When unusual situations arise, the employee may request guidance from the supervisor.

SUPERVISORY CONTROLS

  • The employee does not have direct supervisory responsibilities.

PERSONAL CONTACTS

  • The employee’s contacts are with Houston Housing Authority employees and supply vendors.
  • Contacts are made: (1) to give, obtain or clarify information regarding purchase and insurance needs and contractual obligations; and, (2) provide assistance to Houston Housing Authority personnel.
  • The employee may come into the possession of confidential information either with Houston Housing Authority employees or vendors. A high level of discretion must be maintained at all times.

PHYSICAL DEMANDS / WORK ENVIRONMENT

  • Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files and records, and eye strain from abundant reading requirements, working with computers, and other office equipment.
  • Work involves the normal risks and discomforts associated with an office environment, but are usually in an area that is adequately cooled, heated, lighted, and ventilated.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Business Administration, Public Administration, or related field required; four additional years of business, purchasing, or related experience may be considered in lieu of the required degree.
  • Five (5) years or more of related professional experience in contracts administration, business, procurement, or closely related field.
  • Previous experience making difficult decisions and dealing with executives preferred.
  • Previous experience working for a governmental entity is a plus.
  • Certification by the National Institute of Public Procurement (NIGP) or National Association of Purchasing Management (NAPM) preferred, but not required.
  • Advanced computer skills a must, proficient in Microsoft Office products. Strong knowledge of Microsoft Word and Excel is required.
  • Must be able to maintain highest level of confidentiality and ethics.
  • Valid Texas driver’s license or obtain such within the first thirty (30) days of employment.
  • Eligibility for coverage under the Houston Housing Authority fleet auto insurance.
  • Bondable.

Pay: $54,000.00 - $86,000.00 per year
