Job Goal:


This position focuses on providing district-level planning and systemic supports for
school and charter district leaders through the Texas Education Agency’s COVID
Acceleration Support (TCLAS) initiative. TCLAS is a set of initiatives and targeted
supports that are designed to 1.) Provide a strategic approach for accessing learning
acceleration supports that meet the needs of students, teachers, communities, and
school systems; 2.) Help leverage state-wide resources to allow for deeper, more
targeted supports and services for districts at a lower cost; and 3.) Develop coordinated
and coherent regional supports based on needs identified by state and local educators.
This position will also collaborate with the Region 4 Instructional Services team to assist
with the development/deepening of the aligned, full continuum of services and the
expanding of internal capacity.


Qualifications:


Education

Bachelor’s degree and/or
Master’s degree


Certification

1. Texas Educator Certificate and/or
2. Mid-management or Supervisory Certificate and/or
3. Related certification(s) to the field of strategic performance/program management


Preferred Qualifications:

1. Doctoral degree
2. Superintendent certification
3. Recent district or campus leadership experience in a traditional district/charter school
4. Strategic performance and/or project management experience in an educational setting


Experience

1. Experience leading strategic planning efforts and the alignment of systemic supports
across multiple initiatives

2. Experience developing program performance tracking methodologies
3. Experience leading the implementation of program performance management for

continuous improvement and organizational enhancement
4. Experience developing/presenting professional development and communicating

complex information
5. Demonstrated track-record of exceeding project outcomes designed to support

educators and improve district outcomes
6. Experience in data analytics and the development/deployment of performance

management strategies utilizing current technology platforms/software

1. Broad-based knowledge of how to engage/lead teams through continuous improvement

cycles to learn and iterate
2. Exemplary, respectful, and inclusive written/oral communication skills
3. Expertise in leveraging different strategies and interpersonal skills to move initiatives

5. Broad-based knowledge of formula funding for school systems, including state/federal

programs and grants
6. Expertise in change management and utilizing influence to assist district leadership

teams in implementing and supporting identified initiatives
7. Demonstrated program and project management skills, including the development,

monitoring, and evaluation of goals and progress/outcome measures
8. Future-forward thinker interested in reimagining current structures and co-building

innovative pathways that maximize accelerated learning efforts and ensure additional
learning opportunities for students and teachers

9. Ability to build effective working relationships with diverse leaders, including district
and campus administrators, education experts, teachers, and other relevant state/local
stakeholders

10. Knowledge of TEA’s Texas Home Learning (THL) Initiative and the resources featured
on the TEA Strong Start Resource webpage.

Major Responsibilities:
1. Lead the development of a performance management framework, tools, and processes

for both internal and external stakeholders that supports a regular cycle of program
evaluation and innovation.

2. Engage in strategic planning and performance management efforts within Region 4 to
build capacity to ensure innovative service development and effective delivery.

3. Engage in strategic planning and performance management efforts with district leaders
to help prioritize, launch, and continuously improve learning acceleration strategies and
efforts to address learning loss, which may include connections to instructional materials
initiatives, ensuring structures that deepen teacher excellence in the classroom, adding
more learning time for students and teachers, and exploring innovative schools models.

4. Assist districts/charters in analyzing data and community needs to identify areas of
greatest unfinished learning to focus and prioritize COVID recovery strategies and
funding to support the systemic alignment of those efforts.

5. Ability to set goals, develop, and meet timelines and work with limited supervision.
6. Participate in developing collaborative communication networks within Region 4, and

between Region 4 and customer district personnel.
7. Assist in planning and developing special project activities, e.g., grant proposals,

interdepartmental services, demonstration sites, research studies, and other customer-
based projects.

8. Engages in strategic recruitment/marketing strategies, regularly communicates with
district stakeholders, and delivers direct training and support to districts/charters with
initiatives as aligned with accelerated learning efforts.

9. Collects feedback/needs and summarizes recommendations to Department Director
for the development of new lines of business.

10. Participates in state-level functions related to area(s) of responsibility.
11. Provides technical assistance and services as specified by the initiative guidelines,

Region 4 processes and procedures, and any applicable state/federal grant that funds
this position.

Physical Demands/Environmental Factors/ Mental Demands:

Frequent use of standard office equipment; prolonged sitting; occasional
bending/stooping, pushing/pulling, and twisting; repetitive hand motions (keyboarding
and use of a mouse); occasional light lifting and carrying (less than 20 pounds); may
work prolonged and irregular hours; occasional statewide travel; work with frequent
interruptions; maintain emotional control under pressure.
