Full-timeDescription: The Health and Social Services Program Manager is responsible for managing the Social Adjustment Services (SAS), Preferred Communities (PC) and Refugee AmeriCorps programs. Health and Social Service Manager is responsible for the SAS, and Preferred Community (PC) programs, including overseeing social services, supervising staff, resource development, and managing annual plans and budgets. The Manager will develop relationships with the community, consortium, service provider, physicians, referral sources, and staff. The Manager will maintain accountability for individual areas of responsibility and ensure compliance with program contract guidelines. The Program Manager will assist with the development, communication, and implementation of methodologies to enhance program effectiveness and provide input to revenue cycle members to align goals and mission.

- Develop and implement the philosophies, policies, structure, and goals for the Social Adjustment Services (SAS), and Preferred Communities (PC) programs
- Supervise, train, and develop the program staff, including one Program Coordinators, two Case Managers, and community volunteers
- Supervise graduate social work interns
- Develop and oversee the annual budgets of programs
- Coordinate training, monitoring, and technical assistance for the Houston Refugee Services Case Management Consortium
- Complete and evaluate monthly, trimester, and annual reports of the Department's functions
- Maintain a working relationship with local, state, and federal agencies, recognizing the agency's position in the community and its need for cooperation and assistance from such services.
- Find opportunities to expand the Department through grant writing and seeking other funding sources
- Collaborate with multiple agency programs and staff; participate in weekly interdepartmental meetings to coordinate agency services
- Organize and coordinate special health education programs and regular agency health fairs
- Assured and monitor client case file for RMA eligibility and quality assurance
- Other duties as assigned
Qualifications:
- Master of Social Work and other Social/Human Science degree
- Supervisory experience
- Program management experience
- Experience working/volunteering with foreign-born populations and/or refugees
- Knowledge of public benefit programs and social service resources in the Greater Houston area
- Foreign language fluency in a language spoken by refugee populations strongly preferred
- High degree of independent judgment, flexibility and problem-solving skills
- Valid driver’s license, automobile liability insurance and knowledge of the city
