    Primary Purpose:
    Responsible for being the primary focal point for all procurement support inquiries from campuses, departments, and vendors on a daily basis. Supervises and directs the work of four Buyers, in the processing of SBISD procurement operations. Responsible for managing, planning, organizing, and delegating procurement activities, and ensures all procurement functions are performed in a professional and productive environment with a focus on customer satisfaction in accordance with all applicable federal, state laws, statutes, regulations and board policies.

    Qualifications/Skills:
    Education/Certification:
    • Bachelor’s degree in a business, public administration, or related field preferred.
    • Possession of a CPPB certificate is (Certified Public Purchasing Buyer) preferred.
    Special Knowledge/Skills:
    • Knowledge of standard public purchasing procedures.
    • Skill in processing purchasing transactions accurately and rapidly.
    • Skill in performing calculations.
    • Skill in operating computers and office software applications.
    • Skill in interpreting and applying regulations, laws, and codes.
    • Advanced skills and experience in effectively operating Windows applications of Microsoft Word, Excel and Access i.e. word processing, spreadsheets, etc.
    • Knowledge of Texas school district/municipal purchasing laws, rules and regulations.
    • Ability to maintain accurate, confidential and auditable records.

    Major Duties and
    Responsibilities:
    Duties:
    • Process complex purchasing-related transactions.
    • Plan, coordinates, and reviews assignments.
    • Ensure that work is performed in a timely manner and in compliance with established laws and regulations.
    • Supervise, review, approve, and answer questions concerning work of employees under direct supervision.
    • Establish, evaluate, and monitor compliance with specific regulations pertaining to the area of purchasing.
    • Monitor state, local and district procurement procedures for compliance from campuses and departments.
    • Oversee office data systems, including equipment, and software.
    • Assist the office head in the management of the office.
    • Responsible for the monitoring of the computerized purchasing data systems, office systems usage, effectiveness, reliability, and functionality as well as troubleshooting problems and managing reports.
    • Establish procedures for the retrieval of historical data for audit purposes.
    • Establish, evaluate, and monitor compliance with governmental purchasing statutes policies, and procedures.
    • Analyze and interpret administrative data and provides information to the Purchasing office leadership.
    • Know the purchasing process to acutely focus on the actionable details of buying goods and services. Key purchasing processes include but are not limited to, price negotiation, order placement, purchase confirmation, scheduling of delivery dates, shipment notification, invoicing, vendor payments, and receiving goods.
    • Review all campus/department purchasing requisitions to ascertain availability of funds, signature, address, vendor code compliance, and district code.
    • Monitor purchase requisitions, bids, proposals and quotes to insure compliance with laws, TEA guidelines, board policies and administrative procedures
    • Provide management supervision and coordination of activities of Purchasing Department personnel.
    • Train, develop and mentor the Purchasing staff to ensure staff development in providing goods, services and customer satisfaction.
    • Handle vendor and user questions regarding purchasing procedures, purchase order revisions and contract compliance.
    • Collaborate with Manager of Central Warehouse personnel and operational issues.
    • Responsible for assisting district employees and vendors with purchasing problems and procedures.
    • Make recommendations concerning SBISD purchasing-related priorities, policies, rules, and procedures. Responds to inquiries from the public, employees, and others regarding purchasing.
    Other:
    • Be familiar with and assist with duties assigned to other division personnel when necessary.
    • Maintain a positive attitude and a neat and professional appearance that exemplifies confidence and professionalism.
    • Comply with the district/department policies, is punctual for scheduled meetings, and arrives to work on time.
    • Perform other duties as assigned.

    Responsibilities:
    • Supervise and direct the daily activities of Purchasing Buyers.
    • Plan, coordinate, and supervise staff assignments.
