Precinct One Finance Department key areas of focus include: capital assets, capital projects, revenue, grants, accounts receivable, purchasing, accounts payable, debt, internal and external financial reporting, internal and external audit, internal control, process documentation & improvement, and data modeling & analysis. What you will do at Precinct One


  • Provide financial support for the Precinct’s strategic plan, conduct analysis, and evaluate cost-effectiveness on programs and initiatives. Review practices and recommend procedure/policy adjustments.
  • Plans, assigns, and supervises the work of others. Provide training, coaching, and feedback to direct reports.
  • Assembles and complies with relevant data and assists in the preparation of budgets and programs.
  • Develop capital plan financial model in direct consultation with Finance Director and Planning Director
  • Monitor and track project cost, considering project projections and forecasts
  • Ensure timely and accurate payments of contractors’ invoices.
  • Manage and reconcile the capital fund accounts.
  • Analyzes financial information, reviews practices, and recommends procedure/policy adjustments. Identifies trends and opportunities to lower or control costs.
  • Verifies financial transactions, reconcile fund accounts, and prepare financial reports.
  • Maintain asset lists and provide guidance on asset disposal program

Requirements

What you will bring to Precinct One

Minimum Requirements

  • Bachelor's degree in Accounting, Finance or related field
*Experience may substitute for education*
  • Seven (7) years of experience in Accounting, Finance, or a related field
  • Proficiency in Microsoft software applications which could include Outlook, Word, Excel, PowerPoint, Power BI, and Share Point
  • Experience with governmental budgeting, accounting, and purchasing processes
  • Valid Texas State Driver's License
This is an excellent mid-management opportunity for a hands-on Finance Manager with a breadth of financial services experience and skills. Together with the position qualifications, the ideal candidate will:
  • Have a broad knowledge base in the areas of local government accounting, financial reporting, budgeting, grant management and
  • Have knowledge and experience with ERP systems and implementation, to include related technologies.
  • Have strong skills in analytical and financial modeling and presentations.
  • Understand the role of the Finance Department in supporting the work of all other departments in the County.
  • Possess strong managerial skills to include prior experience supervising professional, technical, and support team members.
  • Process driven with the ability to design new processes, document processes and implement processes.
  • Proven track record in process improvements by utilizing technology that delivers efficiencies
  • Have a strong aptitude for clear, concise, and direct communication, as well as the ability to succinctly summarize complex financial information in an easy to understand manner.
  • Have a leadership style that is characterized by integrity, ethical decision making, responsibility, collaboration, effective problem solving, and customer service.
  • Represent the Finance Department well and make effective presentations in public situations, and other external meetings in the absence of the Finance Director or as assigned.
  • Be a skilled and organized manager who will promote an atmosphere of teamwork and professional development.
  • Have the ability to prepare accurate, concise, and comprehensive fiscal analysis and reports.
  • Have a positive, can-do attitude setting an example for others within the department and throughout the organization

Preferences

  • CPA and/or MBA a plus

Knowledge, Skills, and Abilities
  • Knowledge of financial reporting, accumulation of program match information, payroll, A/P and invoice review cycles, and internal control design
  • Familiar with GAAP as it relates to governmental and other non-profit entities
  • Knowledge of proper and general accepted accounting principles
  • Familiarity and experience with the financial management and reporting guidelines established by the Government Finance Officers Association
  • Ability to analyze financial data and communicate results to a wide range of audiences with varying degrees of understanding
  • Ability to demonstrate the links between effective financial planning, execution, and reporting with management oversight of organization performance
  • Experience and demonstrated skill in designing and using internal controls, including the development of processes, procedures, forms, protocols, and standards
  • Ability to develop accurate financial forecasts and trend analyses
  • Ability to convey the facts and management implications of complex financial data in a way readily intelligible to the director colleagues and their staffs
  • Fluency in the use of advanced technological tools to develop cost-effective financial policies, accounting procedures, data collection, reporting, analysis, forecasting, and controls

About the Budget, Finance and Technology Division

The mission of the Budget and Finance Department is to ensure Precinct One adheres to the principles of professional, ethical, efficient, and materially meaningful financial accounting and reporting, providing access to information for all while supporting Precinct staff in the equitable delivery of responsive quality services, programs, and infrastructure to the residents of Harris County.

About Precinct One

There are four precincts in Harris County, the most populous county in Texas and the third most populous county in the United States. There are four elected commissioners, who along with an elected county judge serve as members of the Harris County Commissioners Court, the administrative head of the county’s government. With approximately 1.1 million residents, Harris County Precinct One is a diverse, urban local government unit that covers 363 square miles; if it were an independent city, it would be among the nation’s fifteen largest. The Precinct’s multi-racial, multi-ethnic population is roughly 39 percent African American, 37 percent Latino, 18 percent Anglo, 5 percent Asian, and 1 percent other.

Precinct One includes 876 miles of road, stretches south to Brazoria County, and also reaches into eastern and northern sections of Harris County. The Precinct includes a large swath of downtown Houston, including the Harris County downtown Court Complex, Toyota Center, Minute Maid Park, and BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park complex and the Texas Medical Center, a world-renowned collection of 61 institutions devoted to medical research, training, and care. The Precinct is also the higher education home to Houston Community College, Rice University, Texas Southern University, the University of Houston’s main and downtown campuses, and the University of St. Thomas.

Precinct One is responsible for managing more than numerous parks, community centers, hike-and-bike trails, maintenance centers, and area offices, all dedicated to delivering Harris County residents services, programs, and infrastructure.
